No legal order has been other than to appear in court. since i do not have an attorney and neither does the father, how will it be determined who claims the child at the end of the year for tax purposes?

I have an administrative garnishment (no court order) and based on what I have been able to research so far the 25% amount is outrageous. This is in regards to Federal student loans. From what I’ve found the Fed rate should cap at either 10 or 15%. I refuse to talk to the collection angency involved here but I am fairly certain it is deliberate and not an innocent clerical error. Before I spend money talking to an attorney, I am hoping some one has run across this same situation and can point me to something definitve either in Federal statutes or on a legal site like FindLaw.

the attorney general says their resources are limited and i have to do a lot of the research myself. i have no idea where to begin to prove his assets exceed his “reported” income.
the attorney general’s office has a child support division. they are the ones who reviewed our case. and they reviewed his income tax return. but he has other income, that is over seas. his assets are far greater than the income he is filing for. they say it’s up to me to prove this.
